Applicability of the Texas Energy Code

The 2018 International Energy Conservation Code (IECC) is the statewide energy code for Texas. It applies to new residential buildings and certain major renovations/additions.

Which Buildings Must Follow the Texas Energy Code?

All new residential construction, including:
One- and two-family dwellings
– Townhouses
Multifamily buildings (Group R-2, R-3, R-4) that are three stories or less above grade

🚫 The energy code does NOT apply to:
– Hotels, motels, and other transient housing
– High-rise residential buildings (four stories or more)
– Historic buildings exempt under state or local preservation rules

 

Energy Code Requirements for Existing Buildings

🔹 The 2018 IECC applies to major renovations and additions:
Additions must meet new construction energy efficiency standards.

✔ Alterations affecting insulation, windows, or HVAC systems must comply with current efficiency requirements.

✔ If cavities are opened during renovations, insulation and air sealing upgrades may be required.

Texas Enforcement and Compliance

Texas enforces the 2018 IECC, but local jurisdictions may adopt amendments:
✔ Austin, Houston, and Dallas have stricter energy efficiency standards.
✔ Check with your local building department for regional variations.
